School and junior college teachers may not be hired by coaching centres

What the Bill says

It shall not be permissible to appoint or hire the services of any person already appointed and working as a teacher in an approved or recognised school or junior college.

Why it matters

This forces roughly a whole cohort of teachers to choose a side. It also removes a supplementary income that many school managements rely on to retain staff at existing salary levels.
